feat: Add a sprucing plugin

Christophe Haen requested to merge chaen/LHCbDIRAC:sprucingPlugin into master

As discussed in the Ops meeting, create a new plugin just like the RAWProcessing, but adapted to Run3. The aim is to freeze RAWProcessing to run2, as we may still need it.

The CS will need to be updated (basically find all RAWProcessing values, and copy)
