Added the LHCbCreatePilotcfg pilot command and the relative script.

Cinzia Luzzi requested to merge cluzzi/LHCbDIRAC:myLHCbDirac into master

The command has to be run before the LHCbConfigureBasics in order to create the pilot.cfg before that the merge with the remote cfg is done. This to avoid the presence of the lhcb-conf2 configuration server in the /DIRAC/ConfigureServers section of the pilot.cfg. Needed for the BOINC VMs which have no access to the lhcb-conf2 server.
