Sweeping !1672 from master to devel: [master] Allow Stopped -> Completed transition for transformations

When running sprucing productions (or similar) we now do:

  • Idle + 100% processed
  • Stopped
  • Run checks
  • Completed

The WebApp happily allows this workflow due to the state machine being enforced almost nowhere but it does affect the dirac-production-manager script.
