[master] Matching bookkeeping steps in find_step_id

With the recent changes to support more complex workflows the logic for detecting steps in the bookkeeping became invalid. This has had the effect of needlessly inserting steps in the bookkeeping as well as making the submission script pathlogically slow in some cases.
