[v8r4] Many small fixes

Philippe Charpentier requested to merge charpent/LHCbDIRAC:v8r3-PhC-161128 into master
  • BK run information script: allow to pass list of run ranges
  • New script dirac-dms-pfn-exists to just check existence and availability of replicas (equivalent to dirac-dms-pfn-metadata --Exists)
  • Add BK update latency CS parameter
  • Fix wrong logging in UploadOutputData
  • Randomize SEs in a TS plugin
