UpdateRemotePilotFile Service

Cinzia Luzzi requested to merge cluzzi/LHCbDIRAC:myLHCbDirac into devel

The UpdateRemotePilotFile service will keep syncrhonized the LHCb-Pilot.json file with the information contained in the Operations/Setup/Pilot section of the CS. This section containes also the list of commands a pilot has to run.
