[v8r5] Fix BKWatchAgent and genXML

Philippe Charpentier requested to merge charpent/LHCbDIRAC:v8r5-PhC-170113 into master
  • dirac-bookkeeping-genXMLCatalog: the name of the CERN site was extracted before intiialisaiton
  • BKWatchAgent: sort files by RunNumber if needed before adding them. This avoids to run the plugin while not all files in a run are inserted. It is tested in a hotfix
