[v8r6] Check presence of ancestor files at required SEs in TS plugin

In ByRunWithFlush, there is a possibility to force files to be present at a set of SEs (typically Tier1-Buffer). However for DataStripping we need to force also that the ancestor (RAW) file is at the same SE. This flag defaults to False except for DataStripping productions
