WIP: Minor fix to take site name correctly

A hopefully "very minor" change to pick up the site name correctly in the eLog subject, instead of the irritating "L" which comes when only a specific resource (rather than a site) is involved.

I note that this change has not been tested, partly because I do not know how to test it and partly because I do not know which agent calls this (and it is not easy to figure out from the logs on lbtestvobox).

Also, I am not sure if this goes into DIRAC or LHCBDirac ...
