Support LbPlatformUtils 3 and disable deployment from forked repositories

This moves the platform matching code to LbPlatformUtils which changes the DIRAC platform string from x86_64-centos7.avx2 to haswell-centos7.

At the moment this drops support for the old style strings but does something need to be done to support both styles for a short period of time?
