[devel] Remove RPCClients

Chris Burr requested to merge cburr/LHCbDIRAC:add-clients into devel

Currently this MR adds LHCbDIRAC.ProductionManagementSystem.Client.ProductionRequestClient to replace RPCClient('ProductionManagement/ProductionRequest').

Is this the correct thing to do? If it is, I'll do the same for the other instances of RPCClient.
