[v9r4] AnalyseFileAccess

Christophe Haen requested to merge chaen/LHCbDIRAC:rel-v9r4_FEAT_analyseFileAccess into devel

This contains proper implementation of AnalyseFileAccess with tests. However it is not called. In which ModuleList should I put it in LHCbDIRAC/Interfaces/API/LHCbJob.py ?
