LHCbDIRAC docker client

This MR adds the creating via gitlab CI of a docker image that can be used as LHCbDIRAC client (the user would only need to provide a certificate).

Also, this PR uses kaniko for creating the images, as recommended in https://gitlab.cern.ch/ci-tools/docker-image-builder
