[v10] Port the DIRAC doc tools to LHCbDIRAC
All in the title.
And there is a CI check for the doc, that is currently allowed to fail.
@zmathe please fix the docstring of the bookkeeping manager, there are millions of error. I've corrected one of them so you can see what to do.
