Use uproot for getting file GUIDs

It's cleaner to get GUIDs using uproot instead of lb-run ROOT.... I've checked a couple of files and the results are the same.

This adds a couple of lightweight dependencies to LHCbDIRACOS, see also: LHCbDIRACOS!3 (merged)
