[DEVEL] CI: Deploy to k8

I don't think it deserves release notes.

This adds a job that triggers a pipeline in https://gitlab.cern.ch/chaen/diracchart That pipeline updates the LHCbDIRAC version in the configuration file which is used to do the Helm deployment on Kubernetes. Of course, eventually, this repo will move here
