Fix dirac in environment
Readd lhcb-dirac to LbAPI
Something also broke in the pipelines, seen with the jobs trying to downgrade mysqlclient in the logs. @cburr thinks its probably a conda-forge bug, and is being fixed here https://github.com/conda-forge/mysqlclient-feedstock/pull/46.
In the meantime, this merge request has some fixes to workaround that issue, and might be something to follow up on when things are further updated.
