Draft: Adding functionality to forward AnaProd test results to eospublic for OpenData requests

Essentially, since Analysis Productions moved to the new CI system, the mechanism forwarding the test production results is not working anymore. Before, it was running on the lbap_bot running a script that creates a Markdown file which is copied to a specific location on eospublic.

As far as I understood, the bot is archived so we need to move the code. Following Chris' suggestion, a place to reorganize the code is in webhooks.py.

This is important for the WP6 team since we cannot process any new OpenData requests at the moment.
