Productions for 2024 blocks 5 and 6

Implement two new event types 2024.W35.37 and 2024.W37.39 for blocks 5 and 6. Individual components are:

  • Define new event types with corresponding DB tags and defaults.
  • Define relevant HLT1 and HTL2 steps.
  • Define sprucing step for 24c3.
  • Update tests.
