Charm 2024 data validation with VELO shims and no spillover

@tpajero @fbetti This is a reiteration of the MC productions for 2024 data validations with updated conditions (VELO shims and no spillover) Details about previous production in !514 (merged) and !592 (merged) (I this included Carlos' request for 2024 data validation which was initially handled deparately).

I tentatively set priority to 1a as I suppose it is quite urgent, but let me know if you want a different one
