Basically put in sync with the VPHalves-Modules test
Also this allows to only implement the XML writing of files in
gaudiiter, which simplifies the code

This allows its reuse in AlignmentOnline

replacing it by a single method in AlignAlgorithm

on the way, a lot of old and unused code has been dropped in order to
avoid porting it to the new way.
A lot is run2 only but the WriteRich*Tool may need to stay. They are
dropped for the moment as they are not used anywhere. We'll be able to
resurrect them from git in case they ned to be kept

This works around the bug of the current clang version used by ROOT
concerning variant by defining an abstract interface to AlignAlgorithm
avoid to need to show to class to clang when doing just in time
compilation in python

This implies that the initial time is now always forced so that we know which
conditions we are aligning with

There are however 2 potential issues :
  - I cannot test as no test is using this class right now
  - a priori the mixing of DD4Hep and DetDesc conditions may fail
