Modernise MuonTrackSelector and remove TrackFilterAlg

    The following discussion from !109 (merged) should be addressed:

    • @rmatev started a discussion:

      The new MuonTrackSelector algorithm should be "modernised", but I would postpone this to another MR, after we have a working test for the muon alignment.

    We should also consider removing the unused TrackFilterAlg
