More Alignment modernization

More changes to modernize alignment project in advance of dd4hep migration. Among others:

• update tests
• add first bit of FT and UT alignables and survey constraints
• add a 'run3' alignment scenario
• adapt TrackSelections to changes in Rec
• cleanup Escher configurable
• AlignAlgorithm:
  • remove unused options
  • removed dependence on incidents

This needs Rec!2124 (merged)

Hi @sponce, Yes that sounds fine. I had hoped to get the tests to run clean, but didn't quite succeed yet. I am about done with this now, because I need to concentrate on other things this and next week. But I can certainly review your changes if you think that it is useful.
