Adapt Alignment code to DD4hep

Goes along with and depends on LHCb!2589 (merged), Lbcom!481 (merged), Rec!2070 (merged), Brunel!1019 (merged), Boole!291 (merged), Moore!494 (merged)

This MR allows to compile Alignment code with DD4hep backend in the VP. However, the code is most probably not functional. In particular I did comment 4 small pieces of code in WriteAlignmentConditionsTool.cpp and in AlignChisqConstraintTool.cpp. Here are the pointers :
