Converted TrackMuonUpgradeAlg Class to Functional Framework

Test conducted: Running Alignment gaudiiter with one thread with a custom option file which is simply:

from Configurables import TrackMuonUpgradeAlg
my_muon_alg = TrackMuonUpgradeAlg()

in order to see if it is running without breaking.
