• adapt to changes in Rec!3117 (merged)
• add Velo survey xml (but for now only sensor XY)and update sensor survey errors
• add some output to Constraints
• allow to add additional filters in runAlignment
• allow to write constants for more than one subdetector in humboldt

Hi @ascarabo, Thanks for picking this up! It's essentially ready but probably needs a rebase. I was planning to wait for Rec!3122 (merged) before I do that.
