Update for muon alignment

Some changes for muon alignment:

• moved MakeMuonTracks to Rec (see Rec!3484 (merged))
• updated GetElementsToBeAligned to properly include muon in dd4hep

Needs Rec!3484 (merged) and Detector!410 (merged) and Moore!2610 (merged)
