Define UT survey constraints from latest alignment conditions

This MR includes xml files for UT in surveyxml directory, and makes use of them in SurveyConstraints.py

• The group data_alignment_20240604 is based on June 4 release of UT alignment conditions (pre-TS, Run 2 field map, FTv17 alignment).
• The group data_alignment_20240703 will be based on July 3 release of UT alignment conditions (post-TS, Run 3 field map, FTv19)
• The group data_alignment_20240706 will be based on July 6 release of UT alignment conditions (post-TS, Run 3 field map, FTv20)
• The group data_survey_YETS23_24_Layers_Staves uses survey measurements from YETS23-24
