Calorimeter cluster test with Monte Carlo matching

• Create minimal Moore options file to call the Allen calo clustering, following this example
• Call the Allen calo cluster to Moore calo cluster converter as algorithm to this options file
• Call the HLT2 cluster checker also from this options file
• create qmtest to check the output against a reference
