Add HLT1-HLT2 UT decoding comparison tests

Similarly to what is done in !1142 (merged) for the other subdetectors, a test to compare HLT1 and HLT2 UT decoding should be added

@bkhanji @gbassi just a reminder of this issue, it would be good to have this comparison to test HLT1-HLT2 decoding differences. Do you think you will have time for this in the near future?

Is the clustering output compared in these tests? I wonder why we have not seen differences so far if different clustering methods were used in HTL1 and HLT2 (see this comment).

This has been addressed by !1663 (merged) and Moore!3547 (merged).
