Offset property for DumpBeamline has no effect when calling Allen from Moore

  This does not seem to work as expected on the current master; setting DumpBeamline().Offset = (0.19, -0.96) when running HLT1 on the current master does not make any difference to not setting it.

This only happens when calling Allen from Moore, not when running Allen standalone.
