Reduce size of HltRoutingBits bank to 3 words

For the routing bits MR (!689 (merged)) I had not understood that the routing bits bank should only contain the 3 words set by HLT1 instead of 4 and that the 4th word should only go to the trigger mask. This is fixed in this MR.
