Addition of Run-3 Drell-Yan dimuon lines
This MR adds the dimuon lines that enable general electroweak measurements with high-pT and high-mass dimuons, in particular a measurement of the general Drell-Yan cross-section. It includes a same-sign line that shouldn't be prescaled. The mass range starts below the J/psi to help with the calibration, but the range below 5 GeV is prescaled.
Current rate tests show a rate of (1.8 +/- 1.3) kHz (720 +/- 160)Hz for the busiest line.
The line has an overlap with the DiMuonNoIP line, but has some different cuts (in particular, no dimuon pT cut, much tighter muon pT / p cuts, and a minimum mass cut).
The WiP label can be removed only following the discussion planned in the QEE meeting on January the 23rd.
