This adds the various (modular) DataQualityValidator algorithms into device/validators along with their relevant functions in HLT1.py.

They are designed in a modular way such that more information can be simply added later if necessary.

Output is done to the monitoring file via the ROOT service.

This MR has become dependent on !1397 (merged) and MooreOnline!314 (merged)
