Update RICH1Line minimum momentum cut

Update RICH1Line.cuh such that m_minP for tracks is increased from 20 GeV to 30 GeV, because the minimum momentum for tracks in the RICH1 mirror alignment reconstruction is 30 GeV.

Hi @yagao @thboettc

I have been updating the references and keeping the branch up-to-date with commits from master, but I notice that this continues to (eventually) fail the physics efficiency check, probably because new lines are being added to master. So if me updating this branch is slowing down the process of this MR getting merged, please let me know and I will stop doing this.
