Add trigger lines and sequence for open VELO tomography

MR implementing trigger lines and sequence for VELO tomography with fully open VELO.

Looks good to me, but we should indeed follow up on #402 and remove the duplication of the DOCA calculation introduced with this MR. What are the plans to address #402 @samarian @thboettc ?

We discussed this few weeks ago with Thom and I think he'll take care of completing the removal of the old VELO event model, so I let him comment on the timescale
