Monitoring updates (more histograms, binning changes, etc.)

A few monitoring updates that have been requested in the past week:

• Addition of more histograms (cc: @cmarinbe)
  • calo_find_clusters: cluster energy, cluster eT, cluster x, cluster y, number of clusters, digit energy
  • is_muon: number of stations, muon pT, muon decision
  • gather_selections: a normalized rate histogram (with a y axis in Hz) that is created if Hlt1ODIN1kHzLumi is running
• Adds more bins to the histograms that have strange "breaks" in Monet (cc: @dovombru)
• Centers integer histograms on n instead of n+0.5 (cc: @decianm)
• Fixes binning of tracking histograms that had non-integer bin sizes for integer quantities

Is the throughput decrease a real effect, and if so do you understand why it's happening?

Hello @kaaricha, what is the status of this MR? Seems this is ready for testing but there is still one unresolved thread.
