Add a fix for UT sourceID in data

This is a fix for decoding correctly the sourceID in data, MC neglects the last two most significant digits(plugID, partitionID), while those are present in data. The fix is backward compatible. This is a standalone MR but it is preferable to be merged with the following MRs: LHCb!4168 (merged) , Rec!3496 (merged)

@mzdybal can we run a test for this ? it is not strictly dependent on other MRs but I prefer to include LHCb!4168 (merged) and Rec!3496 (merged)

@jagoodin : Issues in the corresponding nightlies are coming from a bug in Rec, LHCb, it was fixed already LHCb!4168 (merged) , can we test again and hopefully merge ?
