Extend hardcoded libclang paths to cover {x86_64,aarch64}-{centos7,el9}

I added fallback (hardcoded) paths for libclang for

  • aarch64-centos7
  • x86_64-el9
  • aarch64-el9

In addition to the existing x86_64-centos7.

I'm not sure all versions work, but that's what I have and I hope like this I can get a build on ARM.
