Remove PV requirement for DY lines

Removes the PV requirement altogether for Drell-Yan lines. Shifts the cut on the PV z to instead a cut on the dimuon vertex z.

Will be undrafted as soon as I know it runs.

Rates are still < 3 kHz based on a quick rate test, so this removal of the PV condition doesn't do that much with the rates at all. (also, otherwise we'd have seen a segfault in the previous rate tests )

Ready for merge now.
