added passthrough_veloSP sequence and enabled SV reconstruction by default in PbPb sequences

Hotfixes from v3r21-hotfixes not yet in master:

• passthrough sequence with _veloSP suffix (for velo monitoring)
• enable SV reconstruction and lines by default in hlt1_PbPb_PbSMOG_no_ut and hlt1_PbPb_PbSMOG_no_ut_veloSP
