TrackViewsToV3Tracks convert Upstream tracks to V3 with states as if fitted

When creating V3 tracks from Allen's upstream tracks the same states are created as for HLT2 Upstream tracks that went through the PrKalmanFilter. This is kept here but the fit history is consequently forced to be FitHistory::PrKalmanFilter to flag that these states are available.

Goes with LHCb!4429 (merged) and Rec!3738 (merged) and Moore!3045 (merged)
