HLT1 configuration for 2023 realistic MC

Christina Agapopoulou requested to merge 2023-hlt1-simulation into 2023-hlt1pp-patches

This MR backports the `decode_v8_as_v7` option to Allen v3r12, to enable reproducing the issue on 2023 pp data (June/July) on 2023 realistic MC. More on the discussion of !1288 (merged) . The option is switched off by default, and should be enabled for running HLT1 on 2023 realistic MC from the Allen-via-Moore configuration.

To be tested with Moore!3032 (merged)
