Allen monitoring ND histograming

Introduces the possibility of using ND histograms based on the new Allen monitoring ( !1483 (merged) ) and extend monitoring framework implemented by @ahennequ

example of LogAxis usage in 2D histogram

normal scale	log scale

to be updated with 3D histograms and Histos with LogAxis
