Lumi line under filter

Shu Xian requested to merge sxian_lumi_filter into master
  • Separate Lumi event lists generated by calc_lumi_summary
    • Lumi line will be run on lumi events outside GEC for pp runs. And for PbPb runs, part of the counters are inside GEC.
    • To avoid messing up the combiner and sequencer, a device output is used to maintain a separate lumi event list.
    • The intersection with the mask event list is also done independently to provide a list of lumi events passed GEC.
  • Set up the lumi algorithms runs under the Lumi event list
    • The algorithms improved in !1562 (merged) now initiates blocks only of the number of Lumi events

Small but constant throughput improvement, ~0.1%, seen on the hlt1_pp_lumi sequence.
