Fast run changes for HLT1

Roel Aaij requested to merge ra-fast-run-change into 2024-patches

This MR allows the TCK of HLT1 to be changed at run change if the new TCK is compatible with the old TCK.

Compatible means that the sequences of algorithms remain the same and also that all algorithms keep the same properties. Only the values of properties may be different.

A new TCK is picked up from ODIN.

Test together with lhcb-datapkg/PRConfig!425 (merged), Moore!3521 (merged) and MooreOnline!453 (merged)
