Add sequence with GEC on nSciFi clusters

Dorothea Vom Bruch requested to merge dovombru_nSciFiClusters_GEC into 2024-patches

Adds a sequence applying nSciFi Clusters < 15k as GEC, the sequence is for now based on hlt1_pp_matching_no_ut and called hlt1_pp_matching_no_ut_gec.
