Validator for qmtest to check PV efficiencies

An additional validator of the HLT1 PV reconstruction algorithm. To prevent the issue similar to #466 (closed), a drop below 90% efficiency or a fraction of false PV more than 3% will trigger an additional warning from a qmtest.

The additional test is necessary to prevent the problem observed with HLT1 PV reconstruction detailed in #466 (closed)
