Draft: Add proper apache2 license across all files

This MR adds the proper Apache2 license block at the top of all Allen files. Short license statements have been replaced with the full length one.

Please note two known "artifacts":

• An empty line was automatically added between the license and the file contents.
• The information about the first date files were modified was lost (eg. 2018-2020 became 2022). Everything became 2022.

If we want to amend especially the second item that would take some more time to do.
