Adapt HLT1 TwoKsLine to new event model

The MR adapts the HLT1 TwoKsLine to the new event model.

Two new algorithms are added: FilterSvs and SvsPairCandidate. These create a CompositeParticle candidate made of two other CompositeParticles, hence the two KS. In FilterSvs selections are applied to the SV candidates.
